P5K cash allowance for SY 2021-2022 to release as early as June 15

DepEd approves release of teachers’ P5K cash allowance for SY 2021-2022 as early as June 15
Education Secretary Leonor Briones has allowed the early release of the P5,000 Cash Allowance (CA) to eligible teachers even before the School Year (SY) 2021-2022 officially starts.
On June 17 Facebook post of DepEd Undersecretary for Finance Annalyn Sevilla, confirmed this and posted a copy of OUF Memorandum 2021-0412 or the “Advisory on the Processing and Payment of the Fiscal Year (FY) 2021 Cash Allowance to Teachers.”
Usec. Sevilla said that “the P5,000 cash allowance for implementing units of the Department which have available cash allocation may be now released/paid to eligible teachers.”
She also noted that the DepEd Regional Offices (ROs) “must ensure that the allotment for the purpose shall be processed and released to Schools Division Offices (SDOs) as soon as possible.”
Moreover, Sevilla said that DepEd ROs and SDOs “shall immediately request from its respective DBM [Department of Budget and Management] – ROs the cash allocation for the payment of the said benefit.”
Citing DBM and DepEd Joint Circular No. 2 s. of 2021, Sevilla explained that the cash allowance “shall be given to entitled public school teachers not earlier than the start of every school year (SY), as stipulated in annual issuance of the School Calendar, or as may be decided by the Education Secretary or his/her designated authority in cases of emergency situations.”
However, Sevilla said that that SY 2021-2022 School Calendar is “yet to be approved” by the Inter-Agency Task Force (IATF) and President Duterte. Thus, in the “exigency of service of the entire teaching workforce to deliver basic public education services during national crisis or pandemic,” Briones has decided to allow the early release of the said benefit to public school teachers that are eligible.
DepEd said that eligible classroom teachers will receive a P5,000 cash allowance intended for the purchase of teaching supplies and materials, tangible or intangible; for the conduct of various modes of learning, internet, and other communication expenses; and for their annual medical examination expenses.
Teachers – who are in service in the department as of the official first day of the school year up to 30 calendar days after the start of SY – are also entitled to “full cash allowance” while teachers whose assumption to duty is beyond 30 days after the school year will be entitled to a “pro-rata basis.”
However, DepEd said that public school teachers with no teaching load, absence without leave, who are on an indefinite leave of absence, maternity leave, study leave, guilty of any offense in connection with their work, and those who no longer in service as of the official start of the school year are “not entitled to the grant” of the cash allowance.
